they insisted to use the temple of zeus in athens
they insisted about a specific date because everybody in athens could see mars that night
the concert was broadcasted live to outer space

did some digging and it turns out that the budget was 2.8 million dollars for the initial thing back in 2001, and NOT by nasa, but rather "funded by the company behind the 2004 Olympics", whatever that might mean

That was the original plan , but it didnt happen that way, The ministry of colture didnt give permission for the concert because many
greek artists had ask for permision to use the temple of zeus but the ministry never allowed to anybody. After that NASA got involved
and of course the US goverment in order the concert to take place on that specific date. The cost reached the 7 million us dollars in order to broadcast the concert live through the odyssey 2001 .

his role was then to aid god by tempting humans so they can free choice.
remember Yehovah,is a paranoid god.he wants to feel loved.he created the Devil to test humans.
